This decision was included as an amendment to the National Defense Authorization Act (NDAA), which passed the previous night.
The amendment, titled "Repeal of the Caesar Act for the Protection of Civilians in Syria of 2019," mandates that the U.S. president submit periodic reports every 180 days for four years to relevant congressional committees. These reports will assess whether the Syrian government:
. takes concrete actions to eradicate ISIS and other terrorist organizations in cooperation with the United States;
. works to remove foreign fighters from high-ranking positions within Syrian state and security institutions.
