Nymkin noted, "If the platform chooses to operate in accordance with Russian legislation and guarantees a suitable level of protection for its users, there will be no significant barriers to resuming full operations." He emphasized that the responsibility now rests with Telegram to take the necessary actions to achieve compliance, remarking, "The ball is now in the platform's court."

The Russian regulatory body, Roskomnadzor, previously confirmed the implementation of restrictions on the Telegram messaging service as part of Moscow's broader initiative to regulate social media platforms in line with local laws.
