This decision has reignited discussions regarding Lionel Messi's formative years, with many speculating that had these regulations been in place during the early 2000s, they could have significantly influenced his international career with Argentina.
The regulations do not restrict players from pursuing careers overseas, but they do prevent them from representing youth national teams, which are essential for progressing to the senior national team.

Messi's Transfer to Barcelona

At the age of thirteen, Messi relocated from Rosario to Barcelona without having signed a professional contract with an Argentine club. The Spanish club facilitated his growth hormone deficiency treatment and enrolled him in the renowned "La Masia" academy.
If the current regulations had been enforced at that time, Messi would have missed key opportunities to play for Argentina's youth teams, including the 2005 Youth World Cup, where he excelled and helped lead the team to victory.
